The total consumption volume increased at an average annual rate of +3.0% over the period from 2013 to 2024; the trend pattern remained relatively stable, with somewhat noticeable fluctuations being observed in certain years. Over the period under review, consumption hit record highs at 1.3M tons in 2016; afterwards, it flattened through to 2024.
The revenue of the powdered milk market in the European Union was estimated at $4.2B in 2024, with an increase of 3.4% against the previous year. This figure reflects the total revenues of producers and importers (excluding logistics costs, retail marketing costs, and retailers’ margins, which will be included in the final consumer price). The market value increased at an average annual rate of +2.4% from 2013 to 2024; the trend pattern indicated some noticeable fluctuations being recorded throughout the analyzed period. As a result, consumption reached the peak level of $4.6B. From 2023 to 2024, the growth of the market remained at a lower figure.

In value terms, the largest powdered milk markets in the European Union were Germany ($810M), France ($565M) and Belgium ($441M), with a combined 44% share of the total market. Poland, the Netherlands, Spain, Italy, Denmark and Ireland lagged somewhat behind, together comprising a further 40%.
Denmark, with a CAGR of +7.0%, saw the highest growth rate of market size in terms of the main consuming countries over the period under review, while market for the other leaders experienced more modest paces of growth.
The countries with the highest levels of powdered milk per capita consumption in 2024 were Ireland (11 kg per person), Belgium (11 kg per person) and Denmark (9.1 kg per person).

The pace of growth appeared the most rapid in 2014 when the production volume increased by 22%. Over the period under review, production reached the peak volume at 2.3M tons in 2020; however, from 2021 to 2024, production stood at a somewhat lower figure. The general positive trend in terms output was largely conditioned by a measured increase of the number of producing animals and a relatively flat trend pattern in yield figures.
In value terms, powdered milk production reached $7.4B in 2024 estimated in export price. The total output value increased at an average annual rate of +1.5% over the period from 2013 to 2024; the trend pattern indicated some noticeable fluctuations being recorded throughout the analyzed period. The pace of growth appeared the most rapid in 2014 with an increase of 21%. Over the period under review, production reached the peak level at $7.8B in 2022; however, from 2023 to 2024, production remained at a lower figure.
Production By Country
The countries with the highest volumes of production in 2024 were Germany (453K tons), France (391K tons) and Ireland (226K tons), together comprising 52% of total production. Belgium, Poland, the Netherlands, Denmark, Finland, Sweden and Spain lagged somewhat behind, together comprising a further 41%.
From 2013 to 2024, the most notable rate of growth in terms of production, amongst the leading producing countries, was attained by Spain (with a CAGR of +11.7%), while production for the other leaders experienced more modest paces of growth.
Imports
European Union’s Imports of Powdered Milk
In 2024, overseas purchases of powdered milk decreased by -14% to 902K tons, falling for the second year in a row after two years of growth. The total import volume increased at an average annual rate of +1.5% over the period from 2013 to 2024; the trend pattern remained relatively stable, with only minor fluctuations being observed throughout the analyzed period. The growth pace was the most rapid in 2019 when imports increased by 9.3%. Over the period under review, imports reached the peak figure at 1.1M tons in 2022; however, from 2023 to 2024, imports stood at a somewhat lower figure.
In value terms, powdered milk imports contracted remarkably to $2.9B in 2024. Overall, imports, however, showed a relatively flat trend pattern. The pace of growth appeared the most rapid in 2022 with an increase of 30%. As a result, imports reached the peak of $3.7B. From 2023 to 2024, the growth of imports remained at a somewhat lower figure.
Imports By Country
The Netherlands (187K tons), Belgium (158K tons), Germany (110K tons), Italy (92K tons), Spain (80K tons), Poland (75K tons) and France (56K tons) represented roughly 84% of total imports in 2024. The following importers – Bulgaria (15K tons) and Austria (15K tons) – each finished at a 3.3% share of total imports.
From 2013 to 2024, the biggest increases were recorded for Poland (with a CAGR of +7.0%), while purchases for the other leaders experienced more modest paces of growth.
In value terms, the Netherlands ($509M), Belgium ($496M) and Germany ($379M) constituted the countries with the highest levels of imports in 2024, with a combined 48% share of total imports. Italy, Poland, Spain, France, Austria and Bulgaria lagged somewhat behind, together comprising a further 39%.
Among the main importing countries, Poland, with a CAGR of +7.7%, recorded the highest rates of growth with regard to the value of imports, over the period under review, while purchases for the other leaders experienced more modest paces of growth.
Imports By Type
Skim powdered milk was the key type of powdered milk in the European Union, with the volume of imports accounting for 664K tons, which was near 72% of total imports in 2024. It was distantly followed by powdered unsweetened milk and cream of fat weight content over 1.5% (221K tons), creating a 24% share of total imports. Powdered sweetened milk and cream of fat weight content over 1.5% (37K tons) followed a long way behind the leaders.
Skim powdered milk was also the fastest-growing in terms of imports, with a CAGR of +2.6% from 2013 to 2024. At the same time, powdered unsweetened milk and cream of fat weight content over 1.5% (+1.1%) displayed positive paces of growth. By contrast, powdered sweetened milk and cream of fat weight content over 1.5% (-5.6%) illustrated a downward trend over the same period. While the share of skim powdered milk (+6.6 p.p.) increased significantly in terms of the total imports from 2013-2024, the share of powdered unsweetened milk and cream of fat weight content over 1.5% (-1.5 p.p.) and powdered sweetened milk and cream of fat weight content over 1.5% (-5 p.p.) displayed negative dynamics.
In value terms, the largest types of imported powdered milk were skim powdered milk ($1.8B), powdered unsweetened milk and cream of fat weight content over 1.5% ($953M) and powdered sweetened milk and cream of fat weight content over 1.5% ($171M).
Powdered unsweetened milk and cream of fat weight content over 1.5%, with a CAGR of +1.4%, saw the highest rates of growth with regard to the value of imports, among the main imported products over the period under review, while purchases for the other products experienced more modest paces of growth.
Import Prices By Type
The import price in the European Union stood at $3,201 per ton in 2024, declining by -1.7% against the previous year. Over the period under review, the import price showed a relatively flat trend pattern. The growth pace was the most rapid in 2022 when the import price increased by 23%. As a result, import price reached the peak level of $3,564 per ton. From 2023 to 2024, the import prices remained at a somewhat lower figure.
Prices varied noticeably by the product type; the product with the highest price was powdered sweetened milk and cream of fat weight content over 1.5% ($4,685 per ton), while the price for skim powdered milk ($2,766 per ton) was amongst the lowest.
From 2013 to 2024, the most notable rate of growth in terms of prices was attained by powdered sweetened milk and cream of fat weight content over 1.5% (+6.0%), while the other products experienced mixed trends in the import price figures.
Import Prices By Country

Exports
European Union’s Exports of Powdered Milk
In 2024, approx. 1.7M tons of powdered milk were exported in the European Union; falling by -13.4% compared with the year before. The total export volume increased at an average annual rate of +1.2% over the period from 2013 to 2024; the trend pattern remained consistent, with only minor fluctuations being recorded in certain years. The most prominent rate of growth was recorded in 2014 with an increase of 18%. Over the period under review, the exports reached the peak figure at 2.1M tons in 2019; however, from 2020 to 2024, the exports stood at a somewhat lower figure.
In value terms, powdered milk exports shrank to $5.8B in 2024. In general, exports recorded a relatively flat trend pattern. The growth pace was the most rapid in 2017 with an increase of 23%. Over the period under review, the exports hit record highs at $7.5B in 2022; however, from 2023 to 2024, the exports failed to regain momentum.
Exports By Country
The biggest shipments were from Germany (319K tons), France (282K tons), the Netherlands (248K tons), Belgium (242K tons), Ireland (182K tons) and Poland (142K tons), together amounting to 84% of total export. It was distantly followed by Sweden (77K tons), committing a 4.5% share of total exports.
