Aam Aadmi Party (AAP) leader Jai Bhagwan Upkar was booked for allegedly beating up a worker of the Municipal Corporation of Delhi (MCD) on Wednesday, September 20 in Northwest Delhi’s Shahbad Dairy area.
The 49-year-old assistant sanitary Inspector of MCD, Mukesh Kumar, filed a complaint against Bawana MLA Jai Bhagwan Upkar, accusing him of assault and obstructing Government work. Mukesh Kumar is the assistant sanitary inspector of ward number 28, Narela Zone, who supervises the sanitation workers of the ward.
A case under sections 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servant from discharge of his duty), 341 (punishment for wrongful restraint), and 323 (punishment for voluntarily causing hurt) has been registered at Shahbad Dairy police station, a senior police official said.
What happened?
Kumar claimed that on Wednesday, around 10 PM, he and sanitary inspector Nanhe Ram were supervising the cleaning work done by the staff in the Shahbad Dairy area in front of the JE store when the MLA manhandled him.
The AAP leader came with some of his workers and complained to Kumar angrily that they do not clean his area and receive salaries despite doing no work. Kumar responded by indicating that they clean the area regularly, after which Upkar started hurling abuses.
According to the complaint, the MCD official warned the AAP representative that he was impeding Government operations and that if the cleanliness in his area was not up to standard, they would clean it again. Hearing this, the enraged MLA dragged Kumar by the collar towards the main market, grabbed him by the neck, and started beating him, the complaint said. When Nanhe Ram intervened, the MLA started misbehaving with him as well, the complaint added.
