PANCHKULA: Dairy operators running in the Panchkula Municipal Corporation (MC) area will now have to register their units with the MC within 30 days, otherwise their cattle will be confiscated and legal action will be initiated against the owner. Moreover, the MC is going to carry out scientific disposal of cattle dung of registered dairies.
Issuing the orders, MC commissioner Sachin Gupta said that most of the owners are running the dairies in an unregulated manner. “They dispose of cattle dung by throwing it in open places/roads or in sewer lines/drains and due to which cow dung reduces the cleaning capacity of the sewer line and blocks the sewerage system, which not only drains the sewerage water on the roads but also spreads foul smell. ”
“As a result, this causes the spread of diseases and creates public pollution,” he added.
The MC commissioner said that cattle dung also generates methane gas in sewer lines, which poses a real life threat to the workers maintaining them. He informed that the Urban Local Bodies (ULB) department has prepared cattle dung management policy for its scientific disposal.
“Scientific disposal of cattle dung as per the provisions of this policy is the prime responsibility of the generator and they will have to register themselves with the concerned MC within a period of 30 days from the date of issue of public notice. The registration form for this is available on the website of the MC. Dairies are responsible for disposal of cow dung in a environment friendly manner,” the order stated.
The MC chief informed that the MC will arrange the collection, transportation and scientific disposal of cattle dung at the designated place of common facility at its level and will charge the generator as per the calculation based on the pollution payment principle.
Under Section 273(2) and 309(1)(b) of the Haryana Municipal Corporation Act, 1994 and Section 19 of the Indian Penal Code. 1860, in the case of the violations/defaults, including non registration by cattle dung generators with concerned MC within 30 days from public notice, disposing of cattle dung by throwing it in open places/road sides or in storm water drains/sewer lines etc, and in case of non-payment of municipal dues as per usage basis of the premises/properties, the MC is going to confiscate the cattle and will hand them over to the registered Gaushala, in addition to the penal provisions.
